In Cambodia, Swisscontact has been implementing since 2016 to support disadvantaged young women and men and low-skilled workers in accessing decent employment and increasing their incomes. Now in its third phase, SDP focuses on strengthening Technical Vocational Education and Training (TVET) governance and coordination, TVET school and skills providers, and hospitality skills across 12 provinces in Cambodia.

Tasks

  • Project Management & Strategic Leadership: Provide strategic direction to ensure the achievement of targets and objectives outlined in the project logframe.
  • Planning & Implementation: Develop and execute annual project plans in accordance with established guidelines and budgets.
  • Monitoring & Evaluation: Oversee collaborative project monitoring with staff and partner organisations. Support mid-term reviews and final evaluation.
  • Compliance & Reporting: Ensure adherence to guidelines from Swisscontact, the government, and donors, incl. preparing technical/financial reports and supervising the overall project fund management.
  • Team & Partner Management: Lead the recruitment, capacity building, and management of project staff, consultants, and implementation partners.
  • Representation & Stakeholder Engagement: Lead the external engagements, maintaining effective relationships with donors and stakeholders at national and international levels.

Requirements​​​​​​​

  • Master’s degree in Vocational Education and Training (VET), Management, Economics, Business Administration, Social Sciences, or related fields.
  • Minimum of 10 years’ experience in a similar role.
  • Strong leadership skills with the ability to independently manage a team of local experts.
  • Exceptional interpersonal skills with a people-centred approach, including team building, negotiation, and conflict resolution abilities.
  • Proven ability to build and manage collaborative, trust-based relationships with government counterparts and public and private sector partners.
  • Demonstrated capacity to establish, execute, monitor project plans, evaluate results, and distil lessons learned with various project partners.
  • Proficient budgeting, accounting, and reporting skills to ensure smooth financial and administrative project operations.
  • Strong communication skills in English
  • Willingness to travel occasionally to project sites.
