Nepal Vocational Qualifications System

500,000 young adults enter the labour market of Nepal yearly but most of them remain unemployed or underemployed. Through the programme, the Ministry of Education, Science and Technology along with the Council for Technical Education and Vocational Training (CTEVT) will be supported to establish a National Vocational Qualifications (NVQ) Framework and a corresponding NVQ Authority to manage it. People looking for work opportunities, especially those from the disadvantaged groups, will benefit from an improved vocational training qualification and skills certification system which increases their chances for a sustainable and decent employment.

The project

Nepal Vocational Qualifications System Project (NVQS-P) aims to establish a National Vocational Qualification System (NVQS) that will enable Nepali youths to increase their employability. NVQS-P Phase II is the continuum of the first phase of the project which has made significant achievements by supporting the government such as the refinement, wider consensus, and finally approval of the National Vocational Qualifications Framework (NVQF) from the Cabinet. 

The project targets to develop a system that creates opportunities for all youths for testing, certification and recognition of their skills and competencies to enable them to enter national and international labour market for better employment opportunities. The project also focuses on further strengthening the key stakeholders of the technical and vocational education and training system, particularly, CTEVT and National Skill Testing Board (NSTB) as well as business associations through policy dialogue and capacity development for an emerging market-oriented skills development system at federal, provincial, and local levels.

Expected outcomes:

  • Through the National Vocational Qualifications System, certified Nepali youths gain employment in domestic and international markets. 
  • CTEVT/NSTB on behalf of the Ministry of Education, Science and Technology implement the National Vocational Qualifications System in partnership with the private sector.
  • Provincial governments implement the vocational qualification system.

Achievements of NVQS-P Phase I (2015-2019):

  • Wider consensus and learning on National Vocational Qualification Framework (NVQF) among policy and implementation level stakeholders with the approval of NVQF by the Cabinet.  
  • Information reached to mass population (over 3 million) about NVQS, NSTB and NVQF.  
  • Piloting of Recognition of Prior Learning approach in Hospitality and Construction Sector and ready for wider implementation.  
  • Capacity Development of staff of CTEVT, NSTB, Training Institute for Technical Instruction, government officials and private sector stakeholders through training (in-country and outside) and study exposure visit to five countries.   
  • Master assessors, model assessors and new assessors developed.  
  • Quality Assurance system in place for NSTB improving the service quality.  
  • Process development guide for National Occupational Skills Standard (NOSS), National Competency Standard (NCS), and assessment package development.
  • Assessors’ licensing system initiated.
  • Province wise skill test centre mapping of Nepal. 
  • Model Assessment Centre functional in construction sector, mechanical and electrical.
  • Sector skill committees in Construction, Automobile and Hospitality sectors fully functional.
  • Skill assessments being conducted through Accredited Skill Test Centre in the provinces.
  • 216,552 candidates (44% female) candidates were assessed by improved assessment system of NSTB.
  • 80 NOSS developed as per the guideline in which 38 NOSS are women friendly.
  • 35 master assessors are training the assessors after having been trained themselves through an improved assessor training package. 40% of the trained assessors are women.

Vocational training and continuing education have been among Swisscontact’s main areas of focus for a long time. For such projects, the standard is for acquired skills to be certified so that people have a better chance at finding their way in the job market. In developing countries and emerging economies, many people do have the requisite vocational skills, but they do not have a document attesting to this experience. Swisscontact is engaged in various projects and initiatives for the accreditation and certification of vocational skills.

People can learn through different mediums and different activities of everyday life. From childhood to adulthood, learning is a lifelong process which does not always happen in a formal way as people mainly learn through experiences. Many young people in Nepal gain experience by working in different occupations, and many take on their family’s occupations. Despite working for many years and gaining skills, people end up with no certification or proof of what they have done. Because of this, they do not get paid up to par which then hinders their professional growth.
