Project to Support Local Economic Development and Prevent Conflict in the Regions of Timbuktu and Gao

The purpose of the project is to help stabilise the Timbuktu and Gao regions and to enhance the resilience of municipalities and administrative units by favouring the local economic development of 42 municipalities and improving governance in the areas of intervention.

The 2012 socio-political crisis in Mali caused massive population displacement and exacerbated the precarious socio-economic situation in the country’s northern and central regions.

Despite the progress observed since the signing of the 2015 Agreement for Peace and Reconciliation in Mali, the country’s socio-economic situation remains unstable, while the fragile security situation in the north has spread to the centre of the country. In this context, implementation of local economic development projects appears to be suited to a continuously fragile socio-economic situation. Allowing young people to access quality professional training together with local economic opportunities, while offering services for information, orientation, and support to facilitate job placement and allow them to become productive members of their communities, constitute substantive options.

The project

ADEL is among a whole series of initiatives within the "Revival of the local economy and community support in Northern Mali” projects (RELAC I and II) implemented by LuxDev between January 2016 and September 2019. The primary objective was to stabilise the regions of Timbuktu and Gao through local economic development and improving governance of 42 municipalities. The efforts of the ADEL project will support the resilience of these municipalities and administrative units of Timbuktu and Gao, helping to enhance good local governance with an emphasis on social cohesion and conflict prevention. 

Swisscontact is responsible for training and facilitating employment of young men and women aged 15 to 40 in the Timbuktu region through self-employment as well as salaried jobs. To do this, we will carry out market studies, and we will improve tools for training and employment facilitation along with apprenticeships and professional training for young people. Swisscontact will implement a “Job Orientation and Insertion Platform” (Dispositif d’Orientation et d’Insertion Professionnelle, DOIP) featuring 12 offices, and will also ensure human resources are trained for each office. In this way, these offices will be able to help young people in their quest to find training and employment.

Project Goals

Conduct market studies on professions with labourmarket potential as well as a sensitisation and communication campaign for young people, which will:

  • facilitate good knowledge of economic opportunities in the project intervention areas
  • mobilise beneficiaries and generate active participation along their path to training and employment
  • share key information regarding employment facilitation with young people as well as with various supporting actors involved in facilitating their employment

Implement apprenticeship-based training and vocational education for young people

  • ensure the availability of the DOIP’s 12 offices by equipping them with guidance counsellors
  • identify professions with labourmarket potential and select appropriate trainers
  • help young people to access training and for guidance counsellors to help them in their employment search

Strengthen tools for training and job placement at the regional level

  • interventions at the regional level
  • strengthen the current DOIP by providing material and financial support and completing three activities during the project to unite young people around a common positive activity

Expected results:
  • training of 2,500 young people aged 15 to 40
