Curriculum Development for Vocational Schools in Indonesia

Skills for Competitiveness/S4C project applies a method for curriculum development called DACUM or Develop A CUrriculuM. From September 2018 through November 2019, the project organized a series of DACUM workshops for five partner schools in Jember (East Java), Bantaeng (South Sulawesi), Kendal (Central Java), Morowali (Central Sulawesi), and Cilegon (Banten).

The main feature is the participation of private companies in providing inputs on occupational duties, skills, knowledge and equipment currently in demand, which takes place during the first stage called DACUM Chart workshop. The second stage or DACUM Package workshop only involves the lecturers of study program where they are assisted in transferring the results of DACUM Chart into course design. Finally, the lecturers put the course design into Semester Learning Plan according to the standards set by the Indonesian Ministry of Research, Technology and Higher Education/ MORTHE.

The schools praise the results as their curricula are now industry-oriented with at least 50:50 ratio between theories and practices. “S4C has implemented very useful programs for development of State Polytechnic of Jember as a vocational school, particularly curricula development which will contribute to the quality of graduates. This kind of curricula development program needs to be further developed and expanded for all study programs in this institution”, said Dr. Nanang Dwi Wahyono, Director of State Polytechnic of Jember in East Java Province, Indonesia.

The next step is for the partner schools to prepare all necessary documents for curriculum accreditation by MORTHE. Another plus from these exercises is that during DACUM Package workshops the lecturers were briefed about practical teaching tools to optimize the teaching and learning process.
